The reading should be between 2.5 and 3%. If not, the adjuster is located in a small hole between the fuel distributor and the air intake boot. Adustment is by a 3mm allen wrench, turning clockwise to richen. Remove the allen wrench after adjusting and before checking the reading. This adjustment is NOT how you adjust the idle speed.
The AC idle up should be set to increase the idle speed to 900-1000 rpm when the compressor is engaged. This provides a little extra engine power when the AC compressor is runnning. It does seem a little bit "belt and suspenders" but this is how it is. These instructions are on pages AC-35 and AC-15 respectively in the Chassis & Body manual.

For vacuum checks, start with a gauge on the intake manifold at the main vacuum tree. You should read around 17". If there is a good sized leak you will get low pressure. Follow the vacuum diagram on the hood of the truck and check the lines. If vacuum changes when you wiggle a line you have a leak.

Update: 1999 Camry 4cyl 130k stays at high idle (1800RPM) on cold starts for 3 mins before dropping to 1100 RPM. Runs and idles fine when warm. I swapped in a new coolant senor switch seemed to work for about a week then back to the high idle on cold starts. I tested the IAC @ 19.5 between the proper terminals.
2. Your check engine light is on: The computer monitors the IAC valve to make sure it’s working correctly. If something’s wrong, it will turn on the check engine light. 3. The car stalls: A faulty IAC valve can prevent the engine from getting enough air to idle properly. As a result, the car may stall.

Step 2 – Remove IAC valve. Locate the IAC valve attached on or near the throttle body. Disconnect the electrical plug from the IAC valve.
